ElCom
ElCom is made up of five to seven independent members appointed by the Federal Council, plus a Technical Secretariat. ElCom is not subject to any directives of the Federal Council and is independent of the administrative authorities.

Independence
The members of ElCom appointed by the Federal Council are experts in various specialist fields. They work for ElCom on a part-time basis and while maintaining other professional activities. However, they cannot belong to or provide services for legal entities operating in the electricity industry.
Tasks
ElCom serves as the independent state regulatory authority for the electricity sector. It monitors compliance with the Electricity Supply Act (ESA) and has the authority to make necessary decisions and issue rulings. It supervises electricity prices and tariffs and decides on disputes over network access. EICom also monitors the situation in relation to security of electricity supply and regulates matters relating to international electricity transmission and trading.
Commission
ElCom comprises five to seven Commission members appointed by the Federal Council. The Commission members are independent of the electricity industry and perform their duties as a secondary occupation. On average, the Commission meets once monthly.
Technical Secretariat
The Technical Secretariat provides the Commission with technical and specialist support, prepares ElCom’s decisions and implements them. It conducts proceedings under administrative law and carries out the necessary clarifications. The Technical Secretariat is administratively affiliated to GS-DETEC but is subject exclusively to the directives of the Commission.
