Technical Secretariat
The Technical Secretariat provides the Commission with technical and specialist support, prepares ElCom’s decisions and implements them. It conducts proceedings under administrative law and carries out the necessary clarifications. The Technical Secretariat is administratively affiliated to GS-DETEC but is subject exclusively to the directives of the Commission.

The Market Surveillance section monitors the electricity wholesale market in accordance with Art. 26abis ESO. Acting as a competence centre for trading data and analysis, the Market Surveillance section monitors wholesale electricity trading.

The Networks and Europe section is responsible for producing the technical principles for decision-making and representing Switzerland’s interests on international regulatory bodies. A major part of its monitoring activities is security of supply.

The Prices and Tariffs section is responsible for examining electricity tariffs for captive consumers, as well as all of the price-related aspects of network usage by electricity network operators. This includes the monitoring and surveillance of prices and tariffs for network usage, carrying out investigations into electricity network operators and preparing EICom decisions.
The Prices and Tariffs section collects cost calculation data from all network operators annually and manages the electricity price website.

The Services section consists of the Commission Secretariat and the Data Analysis and Cyber Security department. It performs multidisciplinary tasks for ElCom and the Technical Secretariat.
The Commission Secretariat department is responsible for administrative and organisational processes (including IT, finance, HR and logistics) as well as ElCom's communication. The Data Analysis and Cyber Security department processes, analyses and interprets data and monitors cyber security in the sector.
