Medium and long-term assessment of security of supply/adequacy

Under Art. 22 para. 3 of the Electricity Supply Act, EICom is responsible for monitoring medium and long-term security of supply. Its monitoring activities include studies published by ElCom, which are either produced by ElCom itself in cooperation with external partners or by third-party providers on behalf of ElCom. EICom must ensure the period of analysis and pre-study preparations allow enough time for any measures required to be implemented.

If indications of a significant threat to Swiss domestic supply in the medium or long term emerge, Art. 9 ESA stipulates that ElCom must propose suitable measures to the Federal Council. They may involve making more efficient use of electricity, the procurement of electricity, or upgrading and expanding the electricity networks. Security of supply is assured if the required quantity of energy is available at the applicable quality standard and at reasonable tariffs across the entire electricity network at all times.
